My fanon: This is actually in the Pokemon universe. The chain started a place that specialized in serving owners/trainers alongside their Pokemon. Over time it became popular with non-Pokemon owners. This is especially true fro non-humans, as each branch is required by franchise policy to keep a very wide variety of seating adjustments. For example they WOULD keep a large variety of high-chair-like devices, except that they instead put wide-range height adjusters (like one might find on an office chair, but with a larger range of lengths) on all the seating. They also have perches for avians, tubs with one flat edge that goes right up to the table for aquatic or those ammorphous individuals who prefer more support than a flat surface. High temperature brick enclosures next to similarly-surfaced tables allow Fire Types to relax frathero! than the constant care they must otherwise engage in to keep from burning people or starting fires. Large pots of soil serve as both seating and part of the food for Plant types who like to temporarily root.
