The slight corners on the edge of the hat make me think it is built on a frame linke an umbrella, but with a ring he the center, rather than a pole. It also looks like the cloth is thick enough to keep it from easily blowing away. If we assume this version still has the super-strength of an Earth Pony it looks like a reasonably practical way of dealing with rain.
