It’s Twili, the lesser good witch of the Up (during the night)! (Luna is the Greater Good Witch of the Up during the night, and Celestia is the good Witch of the Up during the day.)

For anyone who doesn’t get it: Wizard of Oz. Good Witch of the North/South, but for Up instead of a compass direction. Because stars as a cutie-mark.
