Not really, this is far from being usable as a game. It has no coherent understanding of the world or mechanics or anything. Plus of course it takes essentially a supercomputer to generate this.
Saying it needs to be just a little smarter is like saying people just needed to be a little smarter in the 1600s and they could've built a rocket to the moon. Technically true but practically it's not going to happen.
Games require exactness in their mechanics to be enjoyable, AI can do decently at producing fuzzy things like art but it is not going to be able to do what is needed for a game really anytime soon at least.
