Over 10,000 counts of assault of innocent civilians via changeling army.

Psychological Profile: Processing interview and psychological tests show that Chrysalis is, quite frankly, the most dangerous sociopath Equestria has ever encountered: she displays extreme manipulative behavior, complete lack of empathy for others, sadism, complete self-centeredness, and an overwhelming desire for power. She claims to act for the good of her race, the Changelings, but all reports reveal a relationship of emotional and physical abuse with her subjects. Lastly, she has expressed an uncontrollable rage and desire to take revenge on those who stopped her attempted conquest, which she claims she will achieve, no matter how long it takes.
Long term assessment for rehabilitation: Very poor
Restraint Notes: Chrysalis is to wear a maximum security bodysuit and be restrained at all times with a straitjacket (accompanied with standard charms and spells to prevent damage to nerves, muscles, and blood vessels), a prison mask with tinted lenses to prevent any attempts at intimidating or manipulating guards, ankle cuffs, and a form-fitting gag. Outside of cleaning, none of her restraints are to be removed at any time, save for medical emergencies. When it is necessary to talk with Chrysalis outside of guards issuing orders, telepathy spells will be used. A magic inhibitor ring is to be permanently affixed to her horn.
Chrysalis is to be kept in her cell at all times, save for two hours each of exercise and recreation every day, during which she will be escorted by a minimum of six heavily armed guards. For sustenance, volunteers will stand at her cell entrance and send her positive emotions and feelings.
Because of her status as a changeling, all guards and prison staff are to be magically scanned every half-hour to ensure they are not Chrysalis attempting to escape.
Notes on Privileges: Despite how dangerous she is, Chrysalis will still be allowed to earn various privileges as a result of good behavior, including additional time in recreation, less-stringent restraints, and even the chance to wander freely in maximum security, but because of her sociopathic nature, we will focus on using these privileges as a means of deterring bad behavior; it is almost certain that Chrysalis will behave in the hopes of staff eventually relaxing their guard long enough for her to attempt an escape, which is why she will be assigned a therapist to try and help her come to terms with the fact that she will never leave this facility, and help her adjust to her new life. If she behaves herself, she will be given the chance to enroll in self-improvement and skill-building classes in the hopes of giving her goals to work towards and improving herself.
As is standard for all inmates, Chrysalis will be provided reading material to prevent boredom and keep her occupied, with spells being used to turn pages as needed. She will be allowed to watch movies once a week and daily television shows after a year of good behavior. She will also be allowed to have visitors, but due to her status, all visitors will have to undergo extensive security and background checks, and be escorted by a minimum of six heavily armed guards at all times.
Warden’s Notes: Queen Chrysalis is, without question, the most dangerous inmate in the Equestian penal system. Due to her changeling abilities, unrepentant nature (see psychological profile above), and the damage she could inflict if she escapes, it is necessary to remove her from society to protect Equestria. Because of that, she will be permanently incarcerated in maximum security. For the record, this is not a decision I make lightly, but she is simply too dangerous to mix with other inmates. Yet, I still hope that Chrysalis can still be partially rehabilitated, or at least, brought to a point where she will not try to harm others. Such a goal is probably impossible, but I believe every inmate can change for the better if given the opportunity, and that our system can work on everyone, even if we want to just lock them up, throw away the key, and leave them to rot. Only time will tell if my hope here is misplaced.
